I have the honour to transmit to Your Excel-
-lency herewith, for the confidential information of the
Hongkong Goverment, copy of a Circular issued by the Inspect- -or-General of Customs showing the methods adopted by European
exporters of cocaine and morphia to evade Customs detection.
Your Excellency will observe that the exporter
concerned boasts of having sent a number of shipments of these
drugs to llongkong without detection by the Customs Authorities
